Nothing really, it’s mainly because of the age. We see that talented young referees go directly from Premier Development to Elite when they get promoted.

It’s a bit of a warning sign if the referee goes from Premier Development to Premier.

What is the difference between the Premier and the Premier Development category?

You can find the February list here. It's a bit hard to find as it doesn't show up in the search. No idea why. The link includes the pdf with all the different UEFA categories.

Hello Martin,

I am also looking for the UEFA Referee Categories 2, 3 and 4 as of February 2009. There is a posting on your blog about the UEFA Referee Categories for the second part of 2008-2009, but it has only the Elite and Premier groups while it is mentioned that the Categories 2, 3 and 4 will be reviewed in February 2009. Do you have that update from February 2009?
